this capacity, the HOM represents the Secretary-General, leads United Nations political engagements and
speaks on behalf of the United Nations within the country or designated area.
2.3.4. Mission organization
The arrangements established by the United Nations to direct and manage its peacekeeping operations are
distinct from those of other organizations, particularly those only deploying a military capability. United
Nations peacekeeping has evolved into a complex, multidimensional enterprise with an integrated structure,
involving personnel from a wide range of nationalities, disciplines and professional cultures pursuing
multiple lines of activity. Multidimensional integrated missions include civilian, police and military
components under the leadership of a civilian HOM. In some cases, relations exist outside the mission
area, such as inter-mission cooperation, which could be of relevance, especially for military formations.
2.3.5. Generic mission organization
A peacekeeping mission headquarters is comprised of the senior management team, the integrated decision-
making and support structures, and various substantive components. The generic structure of a mission
headquarters is shown in figure 1.
